Author Biography

NORMAN WALZER is Professor of Economics and Director of the Illinois Institute for Rural Affairs at Western Illinois University. He is the author of numerous books, including Community Strategic Visioning Programs (Praeger, 1996).

BRIAN D. JACOBS is Reader in Public Policy at Staffordshire University, England. He has published three books on urban policy issues and numerous articles.
