Billy, an elementary student with an engineer's mind, believes his luck is locked in a box at the bottom of the sea. Whenever he takes his hands out of his pockets, catastrophic chain reactions occur, accidentally breaking everything around him.
To recover his luck, he joins the magical Mister Moonfeld on an underwater adventure. As they dive deeper, Billy tells Mister Moonfeld about his bad luck, which started with a mean joke from a class bully at the school's inventor fair. Billy pretended to laugh it off, but the pain remained.
