Penny L. Samms was born in Newfoundland, Canada and grew up in Toronto, Canada. She had always dreamed of being a writer and published her first book in 2013 for early teens. She has since published books for children and for adults and The Rule Book - Rules for a 5-Year-Old is her latest offering. Penny still lives in Toronto.
