The E. Team tried to negotiate with Rob to release his 11 year old son, but Rob had other ideas. Trooper Volare works the road as a regular Trooper but he is also a member of the elite E. Team, better known as a SWAT team. He has been on numerous deadly calls but the one he is about to be involved in takes it to a new level. Rob, an anti-government zealot has assaulted his neighbor and threatened him with a rifle. During the assault in which Rob's family is involved, his oldest son gets stabbed in the back and is in critical condition. When Rob's wife takes their son to the hospital Rob barricades himself in his home with his 11 year old son as a hostage. Volare and the E. Team must attempt to talk the man out and rescue the son. But Rob has different plans.
