The Bible consists of 66 books written by different authors over 1500 years. Since one author did not write it at one time, at some point, it was put together in one volume. That raises some questions. When was it formatted? Who determined which books to include and which books to exclude? Are there any books in the Bible that should not be there? Are there "lost books" of the Bible that ought to be in the Bible but, for some reason, did not make it?

The answer often given to those questions is that a council did it. In the case of the Old Testament, one theory is that Ezra and the men of the Great Synagogue did it. In the case of the New Testament, it is generally said that it was done at the Council of Carthage in A.D. 397. Those answers raise questions. Was there an Old Testament before the time of Ezra? Was there a New Testament assembled before A.D. 397?
