Union Territory of Jammu and Kashmir in India has caused so much damage to our human and other resources that it is almost impossible to measure it in physical terms. Ever since India became independent and its ruler, the only competent person to sign the instrument of accession, decided to merge it with India, like other princely states, it has been ruled by a few dozen families from Kashmir valley but as per the version of the highest-ranking civil servant of the UT of J&K, J&K was one of the worst governed parts of India. He said that Jammu and Kashmir was a "broken state" and there was "no system" in place due to years of misgovernance, corruption, and "unbelievable levels of fraud" committed by leaders of mainstream parties and separatist organizations. He further said that said frauds in Jammu and Kashmir were at "unbelievable levels. There were frauds in jobs, frauds in projects, frauds were everywhere. The ruling class knows the perils of misgovernance as it paralyzed every organ of the system and the persons of your choice, for whom you believe are being benefitted, in fact, are the ultimate sufferers. But why these rulers have indulged in such misgovernance, was there something amiss in their genetic makeups, or their upbringing or their mental abilities, we need to find the reasons, and only then the solutions would come out. I started looking for reasons for behavioral patterns of such people and their reasons in this part of the country. Killings of thousands of persons, ruined families, devastated minds, perplexed solutions, economic losses worth billions, and uncertain future, all staring those who have some inkling about the futuristic events in store for the coming generations, and the response by the powers that be, seems to be inadequate. Neither those who are sitting in power corridors in New Delhi nor in Srinagar, have the vision to realize that there can be some biological or psychological, factors, as defined in our Philosophical literature, for such shortcomings of the ruling class. It is in this context, I have written dozens of Articles in a period of about three decades but those fade away from the memory of readers, so they needed to be presented in a format which can be available forever and then the earlier two books, written by me, have all linkages with the present work. So, I started working on this problem, scanned the history of the regions, its physical linkages with those who have ruled here, and the possible psychological reasons of misgovernance, and found some interesting aspects, which may be of some use to the powers that be, if they want a permanent solution of J&K. There is an external factor as well, which has not been touched, as it is for the Defence, Foreign and Home Ministries of Government of India to handle but the present book is confined to the misgovernance part and the possible solution, in which the role of the people of Jammu and Kashmir is also crucial. It is with this idea, the present work has been compiled, and since there were pieces of work, which pertained to some previous periods, this might create confusion but I hope that the readers will not find it confounding and since those suggestions are still applicable, the present book will be appreciated in this context.
