David W. Mills, PhD, is assistant professor of military history at the US Army Command and General Staff College in Fort Leavenworth, Kansas.

Kayla L. Westra, EdD, is dean of institutional effectiveness and liberal arts at Minnesota West Community and Technical College in Worthington, Minnesota.
