Sjur Bergan is an independent education expert and former Head of the Council of Europe's Education Department. He was instrumental in the development of the Council of Europe's work with U.S. and international partners on the democratic mission of higher education. He is the author of Not by Bread Alone and Qualifications: Introduction to a Concept.
