Chapter III discusses the view that underdeveloped countries need trade rather than aid. Chapter IV considers the part played by the flow of private capital. The final chapter considers various arguments for and against providing economic aid and draws some conclusions, suggesting that the amount provided should be substantially increased and made more effective.
