Latrese N. Carter is a native of Baltimore, Maryland. She graduated from the University of Maryland Eastern Shore with a B.S. in criminal justice, and has a master's degree in special education from Coppin State University. She is presently a Special Education teacher and resides in Northern Virginia with her husband and daughter.
